Maryland Solar Project Notices

  • A pre-hearing conference in the above-entitled matter is scheduled for Tuesday, April 7, 2026, at 9:30 a.m., concerning North Telegraph Road Solar 1, LLC’s application for a certificate of public convenience and necessity to construct a 5 MW solar photovoltaic generating facility in Cecil County, Maryland. 

    At the pre-hearing conference, any preliminary matters and the establishment of a procedural schedule will be discussed. The pre-hearing conference will be held virtually and streamed live for viewing via the PULJ Division’s YouTube Channel. https://bit.ly/2X6wLiP  

    Petitions to intervene must be filed on or before April 3, 2026, and may be filed electronically through the Commission’s website at www.pscmaryland.com or sent by first-class mail to the Commission’s Executive Secretary, Andrew S.   • A pre-hearing conference in the above-entitled matter is scheduled for Thursday, April 16, 2026, at 10:00 a.m., via virtual platform, concerning Opossumtown Pike Solar 1, LLC’s application for a certificate of public convenience and necessity to construct 5.0 MWac solar photovoltaic generating facility in Frederick County, Maryland.

At the pre-hearing conference, any preliminary matters will be discussed, including consideration of any petitions to intervene that have been filed, and the establishment of a procedural schedule.

  • An additional informational public meeting in the above-entitled matter will be held in a meeting room at the Comfort Inn & Suites Chestertown, 150 Scheeler Road, Chestertown, MD 21620 on:

    April 23 from 7 PM – 8:30 PM

    The meeting concerns the application of Herman Highway Solar 1, LLC’s application for a certificate of public convenience and necessity to construct a 3 MW solar facility located along Herman Highway, Kennedyville, Kent County, Maryland (Tax Map 0021, Grid 0002E, and Parcel 0267).  The meeting will begin with a brief presentation by the developer, who will be available for comments and questions.     There will also be an in-person public comment meeting held in this case which is tentatively scheduled for an evening the week of October 12, 2026, to allow for public comment.   • A second public comment hearing in the above-entitled matter is scheduled for Thursday, April 30, 2026, at 6:00 p.m. at Cecil College in the Technology Center Building, Room D208, located at 1 Seahawk Drive, North East, Maryland 21901 concerning Bouchelle Road Solar 1, LLC’s application for a certificate of public convenience and necessity to construct a 5 MW solar photovoltaic generating facility in Cecil County, Maryland. The Project is anticipated to occupy approximately 27.1 acres of a 111.14-acre property (the “Property”) located at 600 Bouchelle Road, Elkton, MD (Tax Map 0019, Grid 0022, Parcel 0068) in Cecil County, Maryland.

    The hearing will begin with a presentation of the Project by the Applicant; followed by a presentation by the Department of Natural Resources (DNR), Power Plant Research Program (PPRP) of its recommendations with respect to the Project; followed by the Technical Staff of the Public Service Commission of Maryland (Staff) as to its recommendations regarding the Project.
